My best guess is that they already had a bunch of Psychic types, and they were making some kind of point that a Pokemon doesn't have to be Psychic type to have Psychic powers.
On an unrelated note, while I realize Golduck is supposed to be based off of a Kappa, I think he always looks terrible when he's depicted with a sharp beak and a squat monster stature. Sometimes the old sprites give him a rounded bill and more slightly more human proportions, and it looks better. I realize I must one of a handful of people who have even bothered to observe this, but can anybody vouch for my opinion?
