Should you adhere to the GameFreak method in regards to maps, trainers, story, and Gyms or do you look to do your own thing?

OP here, the reason I made the topic of the thread was because I'm in the very early stages of considering to create a hack with a 'western' feel-where the Evil Team isn't so much evil as opposed to the technological and societal progress brought by Pokémon League Federation trainers and professors, where there aren't gyms or the childhood rival and you don't get handed a starter by a professor but rather catch your own (a few hacks do this already)-but how many other hacks actually do this? The only ones I've played that were playable followed the GF Method.

I drafted a starter town to help conceptualize my project. The long house up top right is where the player goes to see the Wise Woman of the Prairie Clan; she takes the player to a safari-zone like map to capture their starter (much like Ultra Violet did.) Opposite corner, the Pokémon League Federation (the body that makes up gyms and Elite Four of the other regions and all that) Governor's house and the PLF government building. Lower right is the player's house and a neighbor. Not sure what to do with the rest of it though. Maybe a jail for Pokémon rustlers and other outlaws or a bird stable (large bird Pokémon are the way to travel across Westralia.)
Still very very early, may never get very far with it.
Anyone got a good program to map out a region? I made a rough draft with A-Map tiles last night but can't find it (guess I never saved.)

Universal Pokémon Randomize by Dabomstew. It's configurable, so you can choose to have randomized wild, trainer, and starters without the random typing and evolutions unless you want them. It also does other neat things.

You should still use a different tile for the tall grass, otherwise it is deceptive level design; players will see it and ask "Where do I need to go to get there?".

It's the same reason why you should never let the players walk on the mountaintop tile, either, as it then potentially implies you can access any of them. That's why the mountainous Sinnoh region had a new terrain texture specifically for walkable parts of the mountain, and why so many fan maps look amateurish when the fail to follow suit.

It's a small design quirk that many people overlook, but taking heed of it works wonders for creating an authentic map.
