Why did they have Ash stop stealing gym leaders away from their cities after the first two ones?

That'd be way too many people to keep track of. They'd have to tailor each and every episode to accommodate for that huge main cast
It'd be better if Ash just got the gym leaders' phone numbers or they'd show up every once in a while to help solve an episode's conflict.
