Paul and Silver also have a lot of similarities in their personalities and character development. They're also the best rivals pokemon has to offer.
I can't, as far as the anime goes. Gary just breathed hilarious, smug, awesome little douche. I hated him as kid like a good little mark (still thought he was cool though) but started to like him when they went to Johto.

I hate Paul. He just gives off this edgy edgehard lord in both attitude and appearance, like people are suppose to be awe and fascinated by him. His backstory reveal "his personality" was lame too. Because his brother lost to a Battle Frontier that has fucking legionaries. He had no reason be a dick to Ash or anyone else other than drama.
Gary was a dick to Ash because they are friends and they felt more of a rival will be plus they have a history together. Also Gary felt fun to watch.
Same can be said for Red/green. Except I do wish Green was bit more tougher or challenging though.

You should replay it then. Pretty much the only things Silver ever says is how he hates weaklings and only cares about pokemon if they're strong. He finally changes his attitude after you beat him in Mt Moon. After that he'll have a Crobat. His development is even better in HGSS.
