Because the definitions are completely at odds. One side claims not to need new pokemon to be a new gen (which is already disproven so they should stfu) and the other side believes mechanics changes aren't needed (which we won't even know until release anyway.)
To disprove both at once there could not be any new pokemon or mechanics, while still being something that undeniably made it a new gen. And disproving one would only solidify the other as the true definition.
And mechanics only has a chance to tie or lose, since new pokemon are confirmed. So all safe bets are on gen 7.
