No, he wouldn't. Despite what the media would lead one to believe, Trump is not the next Hitler. He is not pure cartoonishly evil, nor is he even the most reprehensible Republican candidate.
If Donald Trump existed in the Pokemon world, I doubt he would ever even feel compelled to run for President, because the Pokemon world would not have anything resembling the political or racial climate of our world. That's kind of the point, in fact. It's a world where ten-year-olds can travel across the world without adult supervision in relative safety. He would probably be running Unova's Pokemon contests, have many luxury hotels and game corners, and otherwise just be the businessman that he is in reality without ever really needing to dip his feet into politics.
