You're thinking of the wrong system, that's PTA. PTU has different mechanics.
As for the focus on trainers, that really stems from two parts.
Firstly, that it's based on the manga, in which individual trainers have their unique specialties and different battling methods.
Secondly, that character progression is a staple of RPGs. In the Pokemon video games, you're just playing yourself while collecting pokemon. You don't question your motivations at all. When playing an RPG, you're playing a character separate from yourself, with their own quirks and style, and players want to see that character they've created grow both mechanically and narratively, coming into their own.
Personally I think that the trainer abilities allow you to bring out the best in your chosen team, in the way you want to use them. It allows for much more freedom in making a team that you like/suits the character.
But you're free to your opinion, so if you enjoy other stuff about the franchise, there are other Pokemon RPGs for you.
