Nah. Gen 4 had a ton of bold colors, blues and purples especially. Gen 3 was tropical and had a lot of monsters with green closeting.
The shape of Gen 4 also makes sense, as a common complaint of the Gen 4 cross Gen evos is they get round and fat (namely Magmortar, Lickilicky).

This transcended to meme status almost immediately after I posted it but it actually was an honest attempt at a gen 1 lucario I made a year ago.
Explanation of references:
>Hypno, Machop and Mankey all are good references for how hands and stubby pawed mons were in gen 1. i.e. Lucario is still on there. I considered small claws based on several other mons but ultimately didn't.
>Kadabra and Alakazam are together the main references. As bipedal fox pokemon with psychic-esque inspirations and non organic looking additions they're almost 1 for 1. Hypno to a lesser extent.
>Sneasel is there because of its face gems, feathers and hands, which I figured were good examples of how lucario's head sac things, metal spikes and colour transitions would work. And since it originates from the same time as the rest of gen 1 mons, yes this counts.
>Machop is also there because his arm veins were ultimately the reason why I reduced the metal spikes to the metal ovals/strips.
>Primeape is also there as an example of how fur worked.
So changes:
>Ears from forward facing to side facing. Interior shape made triangular, not an A. References in decreasing order: Alakazam, Kadabra, Hypno, Mankey, lots of others
>Mouth from a spot on its face to a structure, eyes to the black pupil style. References for the former are plenty and just obvious. For the latter I figured more aggressive fighting style mons usually went with these kinds of eyes. As do Alakazam/Kadabra. However this isn't vital
>Fur tufts and fur colour transitions made spikier. References are plenty but primarily primeape and sneasel.
>Removal of chest spike and reduction of those on the hands. I couldn't find a good reference for keeping the large garish spikes. So they went the way of sneasel and machop.
>General proportion changes centred around the waste and thighs. In general the first gen didn't have hyper cartoonistic proportions so I cut that down.

I'm not one of those faggots screaming "extra detail killed pokemon everything needs to be one solid color", but I'd say removing the band between the ears would probably look more fitting. Extra lines splitting off the main point (in this case the "bandana") was a pretty definitive gen 4 thing. Just making it look like a bandana around the eyes would probably fit better.

Gen 1 Pokemon DID have gimmicks and details. Look at Mr. Mime, Likitung, Jynx, Magmar, Alakazam, etc.
Gen 1 Pokemon aren't just angry looking animals. Yeah okay, Rhydon and Pidgey were, but Rhydon and Pidgey aren't the placeholder generic Gen 1 Pokemon. It's the ART STYLE that determines the gen. Each gen has to look modern and acceptable to today's children, and it seems some people can't see that. But the artists and designers change too.

Still looks like later gen -- I think it's the face and tail. Try removing the tan spots in between the eyes and, if you're going to use that eye shape, make them black. I can't remember any early gen mons that used that eye shape and didn't have black eyes. I'd also consider removing the purple fur tuft that jets out under the neck.
Good start, though. It's hard to see how much you've changed until you go back and actually look at Liepard.

This one was tricky.
To start, even though you said Gen I, I looked at our closest early gen Pokémon: Aipom. Aipom itself has pretty exaggerated features, just like Pansear. However, as Gen I monsters tend to have slightly more realistic proportions, I decided to keep the body size while reducing both head and arm size. Believe it or not, the legs/feet are identical size between the two versions.
Then, I looked at the eyes. Obviously, the sterotypical Toriyama Gen I eyes wouldn't fit for a goofy, cute monkey, but neither would Aipom's round eyes. I decided to go with the existing shape, and actually used Poliwag as a base for the reflections.
The stomach/chest gave me issues. The zig zag didn't seem to fit Gen I style, so I tried different things. I'm sure some people would've made all of it red (because "SIMPLIFY"), but it didn't look good. I also tried a flame pattern like Magmar, but the flame pattern in that style contrasted too heavily with the flame shaped tuft of fur on the head. Therefore, since many Gen I Pokémon have a tan belly (as do many cartoon monkeys), that's what I opted for.
I'm still not crazy with how it turned out (especially the tuft of fur on the head), but Pansear is one of those later gen mons that isn't particularly overdetailed -- it's just a different style. Trying to fit that completely into Gen I is a challenge without completely redrawing some aspects, but at the same time, I don't want to change too much.

My only nitpick would be in the patterning.
a gen 1 liepard probably wouldn't have the rings on its coat due to the lack of screen resolution on the GB screen, and have full on spots instead. Same goes with the pink around its eyes due to the limited palette which meant that most mons had 2 hues + white/black at most.
I mean in the various interviews they've had they even state was that the better hardware over the gens allowed them to put in details and additional colors they couldn't before when designing mons.
