Zapdos had taken a single Hi-Jump Kick from Hawlucha (powerful move but not very effective) and then that single Boomburst took it out, so it looks like they're treating it as extremely strong in the anime as well, especially considering that anime legendaries are depicted as in a league of their own.
As an aside, Noibat's strenght progression was crazy. He only had Supersonic and Tackle for a long time, then in the span of seven episodes he learned Acrobatics, evolved and learned Boomburst. Went from the jokemon to the Pokémon with the strongest attacks in the team.

Disregarding that a lot of them did evolve, Ash has a weird prejudice against evolving pokemon. There's also the fact that in the anime, pokemon only evolve during emotionally intense scenes, rather than when they gain enough exp.

I don't know if they refused to make Pikachu evolve because it was the mascot, or its popularity was due in part to its refusal to evolve or whatever, I was probably 5 or 6 when pokemania started so i don't remember as clearly, but fine. Pikachu gets a pass but that doesn't really explain why the anime writers refused to let Bulbasaur evolve. Squirtle staying Squirtle because you want it for the squirtle squad, okay, fine, but Bulbasaur not evolving either was bullshit

Abomasnow is Ice/Grass, Ice is 2x weak to fighting and 1x to flying while Grass is 1x weak to fighting and 2x to flying. Doesn't that add up to quad weakness?
