Actually, Ash's Pikachu was originally meant to be a Mew that had transformed into a Pikachu for a disguise, that's why it's so powerful. Whether that's still true, I don't know.
So my theory is that the GS Ball was going to play the role of maybe detecting and capturing Mew, and it was going to be revealed that Pikachu was Mew sometime in Johto, but they scrapped it because Pikachu was way too popular.
