Because abilities don't exist in a fucking vacuum. Medicham is a different Pokemon with a different type, stat spread and moveset, and downsides that offset its ability. Feraligatr is tankier, has a better type, a BASE attack equal to MEGA Medicham's attack, and can DDance out of control, among other movepool differences.
