59 is a stupid and seemingly random number to evolve at. Larvesta's base stats also aren't that special, so it's not like it was so special that I'd want to be using it at level 45.
It also takes its stats in a different direction from its first form for whatever reason. Where Larvesta's highest stat is attack and it has even defenses, Volcarona is all about Special and even sports a lower attack than Larvesta.

No, it got two because it's popular. GameFreak suffers from Blizzard Syndrome, where popular classes/specs get buffed solely because they are the most played class/spec despite them not needing a buff whatsoever.
That's what happened with half the Megas, such as Gengar for instance. Megas were designed to make certain Pokemon good again, but are just over-shadowed by the Megas that are good despite not needing a mega whatsoever. Charizard and Mewtwo fall under this category and they both got an extra one solely because they're popular. They have a popular Mega and then a regular Mega that they felt was needed. Just like how Greninja got a speshul snowflaek animu Mega, and likely Chandelure will be getting a Mega or two.

I don't want to autistically type a full page design analysis on the Mewtwo family right now, but I'll do a simplified version:
Mewtwo, in all of it's main and spin-off depictions, is either a cold hearted, ruthless killer with no mind, or an intelligent, calm, and intellectual psychic type with no intent to kill.

Mewtwo was pretty much stuck in this eternal limbo by it's constant fictional depictions. Writers would take it's character and constantly change it. The Ashime depicts a Mewtwo more like Y (Pokemon the First Movie especially. It wants to show off it's power rather than use it) while Origin's Mewtwo is a mindless brute, like X. There was no balance between the two. Mewtwo's Megas are an acknowledgement of this by Game Freak, and with two Mega Evolutions, they are allowing their players to choose THEMSELVES, which personality they want their Mewtwo to have.
And if Mewtwo's original story was based on Frankenstein, then Mewtwo's Megas expand the origin to another labarotory based thriller: Dr. Jekyll and Mr. Hyde.
At a surface level, that's why I think they're great.
