It was only Gen 2, the concept of postgame in Pokemon didn't exist yet. We were still at the point where the only thing you're supposed to be doing after you beat the E4 was to trade and battle with your friends.
Also, most kids liked suddenly getting to fight all the old gym leaders, even if the region was small.
