They can't scrap something if it wasn't in development to begin with. Sun and Moon have more than likely been in development since X and Y were still in development, meaning they never planned on making a Pokemon Z at all. We haven't had a third version since Platinum so there was really no reason to think we would have gotten one with Gen 6.

If it really got 'scrapped', we would have heard something about it by now or while SuMo was in earlier development. Even people's questions toward post release Oras at lest got the some 'answers' back.
