So how do people make fake Pokemon? Do they draw it up first

Same way anyone does any digital art. Usually either scanning and tracing over it with a tablet or drawing it in a digital art program from scratch. Either way most digital artists use some kind of tablet.

You already posted this thread and I read through it. I took the advice and it helped a whole lot. But I guess it didnt stick with you.

Get FireAlpacha, because it has a line stabilizer. So does Sai but fuck that shitty UI

Learn to use the Pen Tool in GIMP/Photoshop

You dont actually need a tablet with those tools. Though I suppose it helps.

Get a base drawing (either by scanning or drawing it directly) then make a new layer and go over it
