My two hopes:
1: An actual mob organisation. Nothing as stupid as Team Rocket was, but just generally a bunch of bastards just trying to make money.
2: Some frat group from a poke-school.
Why? The villains are the only interesting thing in these stupid games. If anything, there should be MORE focus on them. Have the whole game being fighting them. At least it would be a better premise than what we have.

Team Flare didn't have a bad concept, they just wanted to genocide NEETs because they're leeches on society. It's just that the execution was poor and the story in XY was rushed.
Having said that, I'd like to go back to basics with the evil team and have them more similar to Team Rocket. Maybe the evil team could be some sort of mafia that runs the half the region. You could be forced to pay to use a Pokemon Center and have to pay double the price in the Pokemart until you disband the evil team.

Which is why the ones that are aware of the more salient details of their plans continue to service them.
It is in fact possible that those that are aware of the ultimate goal of Flare are continuing to work towards it in the hopes that they will be spared, which is a similar mindset to the higher up members of Galactic. Given that Lysandre is "just" a genocidal narcissist instead of a nihilistic sociopath, Flare members do probably stand a better chance of surviving in the case of their plan's success than Galactic members.

I don't mind the evil teams. They just need to not be as bottom tier as Team Flare and Team Galactic. And maybe, either retire the legendary pokemon plots, or go all out with them. Show me what these pokemon are even capable of. Groudon and Kyogre were the first, and also, the only ones that actually worked, becaouse we got a glimpse of what they can do. Gen IV, V, VI legendaries just woke up and kind of stood around doing nothing. Give me a good Godzilla style rampage that I have to stop.
Or don't do that and go back to a non legendary plot I guess.
Might be cool to have an antagonist who works alone, or only has a few associates instead of an army of grunts. Maybe their goal isn't pokemon related. Maybe they actually have a personal grudge against the player, or maybe the player's family. Who knows? Maybe the Rival is the antagonist. Maybe the antagonist is from another world. They either need to go big with what they have, or they need to change it up.

I think it would be interesting if the Next Evil Team recruited members of previous teams. I don't see guys like Proton or Jupiter just laying down after their group's defeat, they'd probably go back to crime and join a new group.
