I don't know if you're the artist, have some insight about the artist's intent, or you're just taking a stab in the dark, but it doesn't specify that anywhere. It's a throwback to its Sun Stone evolution and would make for a great offensive typing with godly coverage in STABs, Surf, HP Ice, Dark Pulse, etc. But also Rocks weak, Water weak, 4x Ground weak.
