Clefairy is from the moon and she's super Fairy. Moonblast is Fairy. Who cares that the moon controls tides? In the Pokemon world, the moon seems to have much more to do with Fairy types than Water types. I'd say likely associations with moon for typing would go in this order: Fairy (for aforementioned reasons), Dark (for Umbreon reasons and night reasons), Rock (for Lunatone reasons and for what the moon is made out of), and then maybe Water (for tide reasons for some reason despite this literally never being a part of a Pokemon's association with the moon). Sun at least makes sense as Fire because it's got Fire all over it and the sun moth Volcarona is Fire.
