Its a low-cut dress that barely hangs on her shoulders and looks like its about to fall off half the time. It stops literally just above her breast line. Am I the only one surprised the anime would have Serena's main outfit look this lewd?

This dress is definitely lewd. Everytime Serena leans over you see her entire chestplate and it looks like her dress is about to slip off.

The problem is the animators are not allowed to draw in cleavage on young girls, because otherwise you'd definitely see the top of her breasts.
