I think it's a neat mechanic actually. Especially if you have the same two Pokémon near your area. Gives you incentive on acknowledging their existence since you gotta catch em again.

It doesn't really make a lot of sense though.
Mobile gaming is a lot more popular with the tail end of the millennial generation than it is with genwunners and lapsed fans.
If anything the RBY vc releases would cater more to the lapsed fan/genwunner than it would the mobile gaming audience.
If they are trying to target the mobile gaming demo by exposing them to the first set of pokemon as a sort of gateway, I guess it works but its a high risk moderate/low reward situation.
