Anime Koga was the only proper Kanto gym leader; he remained in the gym, only appeared to be challenged after his hot sister proved his opponents, tested trainers skills, and didn't refuse a challenge.

Yeah ISIS is only a real threat because of religion. It makes it easy for them to get agents without having direct ties to them initially. Not to mention that preemptive efforts to quell these agents vilifies any nation who attempts them in the eyes of the world.
