The Snivy line is one of the best evolution lines from both a thematic and aesthetic standpoint.

Losing functional use of your arms is barely anything compared to losing your sentience and your whole damn body.
The pokedex mentions that Snivy rarely uses its arms compared to it's vines anyway. Isn't that much of a loss when it never was heavily reliant on it's hands.
