+20 to either attack stat or speed so it doesnt have to double dance to be viable

This. Damp doesn't even make sense for a sea dragon pokemon. At least swift swim makes him a sweeper in rain teams but he's otherwise outclassed and unable to tackle OU threats.

Kingdra is good in rain teams. A lot of pokemon have roles outside of putting it standalone in whatever team and expecting it to perform great. Not everything needs to be stupidly broken you know.
