An actual case of evolution, preservation/survival. It's more likely to survive if there is an equal gender ratio.
Look at Cubones, if a Cubone always has it's mother's skull, then that means only one Cubone is ever born, which means eventually Cubones will go extinct without Breeding, and Cubones population will never naturally change numbers even with Breeding, since the Mother seemingly would always die.
Also it's Pokemon, half the stuff doesn't make any real logical sense. Like how does Hitmonlee eat? How does Porygon eat and battle? etc.

They just copied Cleffa's stats over for Azurill and didn't think to check if everything was in order.

Used to change gender because programming is really hard, but in a rare case of Gamefreak actually fixing a damn mistake, they locked it to the Azurill's gender with Gen 6.
As for why it happen in the first place, well that's just Gamefreak being complete morons.

I don't think they intentionally fixed it, but it was just a consequence of the PID being linked to literally nothing in Gen 6. If they didn't do this, the Ability Capsule effect would be reversed upon evolution, for example.
