The people behind the anime basically wanted to try and bring in new viewers who had never watched the series. As such, Best Wishes was done purely for absolute economical reasons.

Bring in new viewers and create a new audience to buy their stuff. Kids who wouldn't have known about the previous stuff. They effectively wanted to do a 'soft reboot' without actually doing a reboot. This is why Best Wishes had so many parallels to the original series.

However, things didn't quite work out, and as can be seen via bringing Charizard back, they flipped the switch. So now we have X/Y

When each season is required to have over a hundred episodes, it's gonna be pretty hard to budget your series. XY manages to look good throughout the series because they're abusing a ton of filters and CGI.
