In the 74th episode of Diamond/Pearl, Pikachu got screwed over by a Raichu, which prompted Ash to pull out the Thunderstone that he had kept all that time since the Surge battle.
He gave Pikachu another choice with the stone, saying that it was his decision. However, Pikachu refused. Team Rocket ended up stealing the stone during the night to pawn it off for some money or something.
I love Pikachu, I use both Pikachu and Raichu, with Pikachu being my preference. There's a lot of NFW pokemon I love and prefer over their final stage. God bless eviolite and light ball, I wish there was more stuff like it.
But god damn, I hate how much this anime likes to perpetuate the idea that NFE pokemon are even able to hold their own in the big leagues. My very first game was Yellow, so I got really attached to Pikachu so I haven't evolved any other Pikachu I've caught in the other games.

I've always figured that at this point, Ash doesn't want Pikachu's personality to change upon evolution, and neither does Pikachu. That shit does happen multiple times in the anime.
As I recall the justification was he didn't want to risk Pikachu 'changing'. And then they kind of used Charmeleon/Charizard as an example of what evolution can do to a Pokemon's personality.
Problem is it's never touched on again, and ash freely lets all other Pokemon evolve without worry or consequence, to this day. Now the show just treats evolutions the same way the games do, as natural growth of a Pokemon.
