you can use pokemon showdown but its oly a battle simulator if you wanted the play the games and trade and battle against people online there's pokemmo but it's only the gen 3 games.

it doesnt reduce your stats at all, your base stats are still the same, it just scales them to their value at level 50, keeping all IV, EV, and nature variations in place.

also the games only de-level you in the battle spot, if you battle via friend codes or passerby you can fight at whatever level you please
