17 out of 18 types are used in the games. Dark-type isn't one of them. And it's been 20 fucking years now...

Nigga, Team Galactic had tons of dark types. Cyrus' final team had 4 dark type pokemon on his team. Other teams have used them too.
And Karen, Sydney, and Grimsley.

Though In XY they shoved the Fairy type down our throats. In ORAS one of the Fairy type trainers had dialog of trying to make a Fairy gym in Hoenn. . .

But there have been Dark-type Elite 4, and of them only Sidney could really be described as a borderline "bad dude". Absol also proves that the "Evil" type is not an absolute descriptor.
