As for how viable it'd be, I think it might jump a tier.

Fuck that. Poor bastard needs more special attack. It "just" misses out of getting good enough damage pumped out. Give it base 117 attack and watch how many 2HKO's turn into 1HKO's....at least against some frailer mons.

Damage output is fine but it's defenses really cave to so many attacks these days. So maybe +20 in HP. AV or Leftovers variants may have better survivability
+20 to Sp. Attack, but no it doesn't fix it remotely. Only way to fix it is with a mega and a good secondary type.

Replaying RBY on virtual console made me miss how good Persian was. It has a low total stat allocation compared to some of the newer pokemon. In fact, there are 2nd stage pokemon with higher stats. If given the chance I would put stats into both speed and attack. But given the option to dump +20 int one, I'll go with attack.
Persian has a diverse movepool. If it could work as a fast physical sweeper I think Play Rough, Knock Off, Hyper Voice, and any other physical move could make decent.
I dunno, maybe it is just a lost cause.

Now it's... still outsped and KO'd by many things, but I think it at least moves up a tier. Ideallyin my uninformed opinionit gets a Mega with +40 Attack and +20/10/30 to Def/Sp.Def/Spd, along with access to Volt Tackle. But I feel like they'll go another way and make it a mixed attacker like Mega Absol if it ever does get a Mega.

Volcarona has pretty fantastic SpD and boosts it to boot. Its Defense is such a weak point that a +20 boost would do better than a general +20 HP.

I understand your reasoning, but more often than not, the Spt.Atk boost is going to be more useful than a couple extra points to it's worse stat. Those points won't stop a STAB Stone Edge but killing it in one shot will.

Hell I'd give it +10 to Attack and +10 to SpDef so it can take Special hits better. And it makes no sense to me that the "tyrant lizard king" has lower Attack than fuckin' Cranidos.
+20 wouldn't do anything, unfortunately (+100 barely would if it wasn't minmaxed). Thank you for the gift, though, I might put it into Attack to make in-game runs with it smoother.
Can 20 points even make enough of a difference to improve viability significantly?
Every Gourgeist forme gets +20 HP meaning XL will end up with 105 base HP. It's pretty sad that all four formes get higher HP stats as they get bigger but the biggest one only has 85 base HP. This would help it generally tank special hits a little bit better than it does right now. It's also something a Mega couldn't fix because they don't fiddle with the HP stat.

M-Gardevoir would be incredibly broken if it was any faster than 100. That Hyper Voice is one of the strongest unboosted attacks in OU.
Porygon-Z gets +20 Spe. Choice Scarf Adaptability Tri Attack now rules OU, walled only by Ghost-types, and then only long enough to switch into Assault Vest Weaville and Knock Off.
