Centralise it. You'd have Huge Power Dragonites(via Azumarill). Pokemon with sleep inducing moves could get Prankster.

A lot of the abilities are put on Pokemon with big flaws or have specific movesets that prevent it being too abusable.

If it wasn't every Nature in the Egg group, make it more like Egg moves, where only a small number of extra abilities can be given to a pokemon.

Look at water types especially, it'd be a nightmare if Volt absorb leaked out, and found it's way to Gyarados

And it would just be stupid to have like a flame body butterfree or a snow warning oddish
