See if Shapeways has any branches locally or delivers to your area.
The cheapest way though is to get into your universities engineering department and find the workshop. You only pay for the plastic and these should be cheap and quick. Getting them appropriately colored will be a challenge that way though.
Additionally you'll need supports on a lot of those blocks to make it printable. Fileting the edges might be sufficient.
