Because speed boost as a whole wasn't the problem, blaziken was. The argument for banning Shadow tag as a whole instead of just Gothitelle was that people would just start using Gothorita, which people did test and found it to be effective. That's proof enough that shadow tag was the problem, which is what people were really complaining about in the first place.
