Because it goes after the defense stat, the one that haves to do with how many punches you can take. A rock is definitely like that, and not some magic/force/power/non-solid substance

This. The power of Rock Throw literally comes from how hard you throw it (Attack, not Special Attack), and it's blocked by how durable the opponent is (Defense, not Special Defense), because it's literally tossing a rock at them.

Projectiles =/= special attacks. I think a pretty good rule of thumb: if the attack manifests as matter, it's physical attack, if it manifests as energy, it's special attack.

They're not based off the attacking 'mons Atk stat because they aren't physically throwing them - instead they're summoning rocks & throwing them at the opponent with a force that has nothing to do with muscular power
The ones I'd contest are Rock Blast & Rock Wrecker, where it's arguable that shooting the rock rather than hurling it with physical strength should be based off SpA
