No, no they weren't.

In Gen 1, the only legends were the Legendary Birds (which at most controlled the weather via an undersea current in one movie that was made around Gen 2), Mew (which was just "omg it's super rare"), and Mewtwo.

In Gen 2 you got your mythical Legends like Ho-Oh, Lugia, Celebi, and the Legendary Dogs. These guys were at best demigods.

Gen 3 busted out actual gods with Groudon and Kyogre, and Gen 4 made it official when they busted out Arceus the Creator God.

Before Arceus was revealed Mew was considered the god of all Pokemon due to being the ancestor of them, keep Mewtwo in mind who was created from her DNA and you've got another god or even a demigod. Now remember all the rumors from Red and Blue about the PokeGods and you'll realize there have always been Pokemon gods. It's just like the real world, there are so many mythologies out there and we as humans have no way of knowing if those deities actually existed or do exist, meaning we are clueless animals.

They're not just "animals". They have never been just "animals". They are monsters. They are extraterrestrials, ancient robots, reincarnated human souls, possessed objects, pollution given form and intelligence, quasi-deities, actual deities, and more. They predate mankind, but many were created as a result of mankind as well, either directly or indirectly.

Pokemon can literally be just about anything. They should not be limited by artificial constraints of what a Pokemon should or should not be. Foxes with anime eyes exist in the same continuity as walking piles of rubbish, cyclopic magnets, and floating icicles that look like ice cream cones. And that is fucking GREAT. I love that Pokemon aren't simply based on animals. I love seeing Voltorbs and Klefkis, Klinks and Chandelures. Pokemon would be incredibly boring if they were just animals that produced and controlled elemental forces.

And even then Gen I has a plethora of Pokemon that still aren't animals like Vileplume, Victreebel, Magneton, Muk, Weezing, Porygon, Golem or even Clefable

The mentality that everything needs to be animal-based stifles creativity and tries to pigeonholed a series known as Pocket Monsters into something it isn't. If there's one thing the modern games still do well, it's the Pokemon itself and all generations do have weaker designs than others, but to disregard all of the later installments is close-minded
