Pokemon Super Mystery Dungeon is pretty great as well from what I've played. And Explorers of Sky still is one of my favorite games ever.

Balancing characters is way harder in a game where a key element is true combos. Smash lacks them. There's a reason why shielding is OP in Smash, since the pacing of its combos is really slow.
It's a matter of the genre: Smash is more of a subgenre, qualifying as a platform fighting game. Nothing against it (I actually enjoy it a lot), but designing a character for Smash is less complex than a character for a fighting game, moveset-wise.

Fair enough. But I think that a subgenre still counts as being part of that genre. Thus Smash is a fighting game. Yeah, it has party elements, but those are entirely optional and it can be played competitively.
As for how it is in relation to Pokken, I'd say that Smash manages to have much more content, even though it faced the same obstacles during development as Pokken did. So I see the 14/16 man roster as terrible.

The difference being that Smash has 17 years over Pokken and started with a roster of 12. 11 if you consider Luigi was a literal clone of Mario in the days of the N64.
If anything comparing it to Smash makes Pokken look exceptional for having 16 completely unique characters, on a new engine, while having to incorporate the gamepad into it.
