Yes. Although I'm not sure how to go about a kecleon evo, it needs at least two things.
1. Chameleon swivel eyes
2. More (or more vibrant) colors

Eh I don't think so really....
I've run into a problem with potential Kecleon evo, namely its stats.
I really want it to be at base 560, but realistically Volcarona is base 550, and it does not deserve to be higher than Volcarona. 560 is higher than every single non-legendary Pokémon besides Archeops.
So sadly it would probably be base 540-545. The problem is, Kecleon's BST is 440, so 540 is 100 points higher, and suggestible to a Mega Evolution. I'd really rather it not get a mega evolution, and I'm not worried about Eviolite in this case, but I feel like if Game Freak ever does it they'll go the Mega route.
Which is annoying, because then it wouldn't be able to use a held item and wouldn't be a great mega anyway.... I'd really it rather just evolve, it could be really cool. There are Pokémon who gain less than 100 points after evolving, like Scizor and Porygon-Z.
I think it's evolution's Abilities should stay Color Change and Protean, they're perfect. I'd like it to have higher sp att.... Its moves are mostly physical, but it also learns ice beam/thunderbolt etc, and now Protean could make them useable.... Curse stats distributions....
I'd love to see it get some more priority moves. Shadow sneak and sucker punch are fun to play with.

I look forward to the day that we get evolutions for pokemon, and megas for those evolutions in the same gen. It's pretty much the only way that something like sunflora will ever be relevant.

I like Kecleon as it is and I think an evolution is unnecessary, especially after it got Protean. There are many more deserving Pokémon out there.
