If the legends in the pokemon world are to be believed, Regigigas and the other three Regis were around before people. I don't remember if the ancient civilization ever said they made them, but it is explicit that they were used by them and then sealed away.
I don't think Sigilyph, Golett, Golurk, or Magearna had anything to do with the civilization we know about from Hoenn. However, I could see the regis being used as laborers to build shit. The Claydol line might have been also considering they're psychic.
