Giovanni was an idiot. He didn't close off Cerulean Cave. He didn't cheat and attack with more than one mon. He didn't pelt Mewtwo with balls until it was invariably caught. He didn't buy majority stock in Silph to get access to the master ball. He didn't invest in his infrastructure to have a team that had more than 2-3 maybe 4 types of mon. Giovanni was not a gangster he was a bully. Hell having his team stand down after being beaten by a child when they're adults who could physically attack the kid and disarm or de-poke him would have worked too. His goals were stupid supervillain shit though, he wanted to rule Kanto with the unchecked power of Mewtwo.

That's not ORAS Maxie or Archie OP. They had logical (kind of, in Archie's case) plans that they took too far, and after realizing their mistakes they sought to reform themselves and their teams to help the region instead. They're like friendly father figures to both their admins and the playable character.
Though I would say I'm biased because I have a weakness for redemption plots for villains.

The rest were pure evil with Lysandre being more like the sprinkles of the sundae. You have Maxie being the banana, Archie the chocolate syrup, Giovanni, Cyrus and Ghetsis being the three scoops of vanilla, chocolate and strawberry. Lysandre comes off as completely lame compared to the previous installments, especially Ghetsis

I don't know I just played through Delta for the first time and she's not as crazy as people made her out to be.
She acts like a douchebag to people for no real reason but she's still basically the only antagonistic person who is trying to stop something bad from happening rather than everyone else who is either A) just a douchebag or B) trying to fix a problem that doesn't exist like Aqua, Magma, and Flare.
Her biggest crime was not telling anyone anything but even then halfway through the Delta Episode you can acknowledge, as the player, that you know what she's trying to do is a viable option.

People hate her because she set the whole game up and distracted everybody with bullshit but doesn't come out and do anything until the Delta Episode, which sets up for the fact that the world would've been doomed if the protagonist hadn't been there at the right place at the right time
She was a terribly executed character and it doesn't help nothing about her fits in with the rest of the Hoenn cast in the slightest
