Something about the way Game Freak coded HP is much more retarded than any of the other stats. HP has to remain consistent through out all battles

That's why no alternate forms or Megas change HP except Gourgeist's which can't be swapped. Also Shedinja has a specific code that forces it to have 1 HP at all times
