Bug, Fighting, and Flying are all covered. Even Steel. Ledian doesn't have many options on what it could bring to the table. Even a Gale Bug or Gale Wings would probable pale in comparison to Mega Scizor's BP and Mega Pinsir's QA.

That really only works for like the first game, even then there are issues. You can catch a gastly before you fight the first gym, and that turns into Gengar which is pretty fucking good. Near the end of the game you catch Magcargo, which is absolute shit.
I know what you mean, usually they save beginner birds and bugs for the beginning and dragons for the end, but its really only one or two mons, the rest are all over the place. Besides there is no reason a shit mon at the start of the game shouldnt stand a chance against other shitmons. Ledian struggles to fight even the most horrid of pokemon.

Honestly, the only route I can think of is making it a Special Attacker, since that role hasn't been taken yet. It'd be the Mega Pidgeot treatment, or the reverse Mega Beedrill treatment.

That's not how it works. It doubles the actual number, not the base power. That being said, the base number should still see a boost. To give you an idea,

Medicham Base 60
Mega Medicham Base 100
Mega Mawile Base 105
It would need another evolution before a Mega would be capable of fixing it.

That's actually a pretty terrific idea. The only problem is balancing that. It could be really good (Mega Kang+) or bad enough to not be worth using. Enough to put its damage output in the range between Mega Garchomp and Mega Medicham would probably be ideal, given its typing.

FWIW it has better defenses than Mawile, who's decently tanky when Mega. Give it similar stat boosts and a better typing, and it's slightly salvageable.
Ledian was never meant to be an offensive Pokemon, despite the ability and signature move.
It was designed to be support. Most of its level up moves involve buffing the party. (dual screens, safeguard) And it was one of the only Pokemon who learned baton pass in gen 2.
Sure it doesn't really have the defenses to survive setting up screens, but remember this was an early game 'mon, meant to really be an introduction to defensive/support Pokemon.

It has 390 BST and doesn't look fully evolved. So give it a third evolution before even considering a Mega. At least then the Mega can realistically be in the 550-600 BST range and not require Huge Power to make it worthwhile.
