Actually, in GSC, Meganium is ultimately the most optimally-designed.
Feraligatr is fucked over by having high Attack but having no physical Water, Ice, or Dark moves, forcing it to rely on STAB for Water and either Earthquake or a strong Normal move. Typhlosion has to rely the entire game on Flamethrower and Thunder Punch, which lasts it a long time, but isn't 100% coverage.
Meganium's balanced attack stats and good bulk make it a lot rounder, and a lack of natures means it doesn't have to specialize. It can make good mileage out of Razor Leaf and Body Slam, and gets a wide variety of support moves to make it useful in a lot of situations; plus, it can use Earthquake to give a strong non-STAB to deal with things that resist Grass (except for Flying, which it can't deal with).
If you put them up against each other, in GSC Meganium actually stands the best chance against both Feraligatr and Typhlosion in a one on one.
Kanto is an absolute breeze with Meganium.

Nowadays we all know Feraligatr trounces the shit out of all of them; Sheer Force is a hell of an ability.

I will be objective.
Falkner is harder. He's not THAT harder because only his Pidgeotto has Gust, but he's harder. Grinding in Sprout Tower is slightly more tedious because you can't rinse through it like with Cyndaquil.
Bugsy is harder. However, the only tough Pokemon he has is Scyther, which double resists Chikorita's Grass STAB, but Fury Cutter isn't that killer of a move.
Whitney is just as hard, if not slightly easier because Bayleef has better bulk than the other two and can deal with Miltank slightly better.
Morty is much, much harder. All his Pokemon resist Grass and you only get Normal moves otherwise. So you genuinely have to use another Pokemon.
Chuck, like Whitney, is the same difficulty.
Jasmine is harder. Luckily Meganium resists Magnemite, but unlike with Typhlosion Steelix is only neutral to Grass. Feraligatr has a harder time, however.
Pryce is only a little harder. All his Pokemon are weak to Grass, but they're also effective against Grass. Again, Feraligatr has it a bit harder.
Clair is harder. Her Dragonairs resist Grass, while Kingdra is only neutral. However, Clair is hard for all three starters. Typhlosion is weak to Kingdra and has no way to deal with Dragonair. Feraligatr has an easier time thanks to Ice Beam for Dragonair, but has to rely on a strong Normal move or Bite to deal with Kindra.
Will is harder. The only Pokemon on his team that doesn't resist Grass is Slowbro.
Koga has a definite edge. All of his Pokemon are a chore to get through with Meganium.
Bruno is slightly easier, thanks to his Onix, but otherwise the same.
Karen is harder. The only Pokemon on her team that doesn't resist Grass is Umbreon, which is still very bulky.
Lance is harder. All of his Dragonites resist
Grass, his Aerodactyl and Gyarados are only neutral, and his Charizard is a serious threat. Feraligatr, in comparison, can easily mop the floor with him.
It's just more of a chore to beat the game with Meganium.
