When I was young I tried to evolve Slowpoke putting both Shellder and Slowpoke in the same team, I thought that they would automatically "fuse" (or at least appear a option like a HM, to fuse both at your will).
Maybe they didn't made this way because they couldn't came up with the idea of how this method would work in-game, or that was not worth to program something like this just for one pokémon. It was Gen 1 after all.
Technically it is a nameless Shellder Evolution.
The reason it isn't categorized separately from Slowbro is because it presumably becomes one with/lives off SlowBro.

Paras is a little bug capable of evolution. The mushroom on its back absorbs most of the energy that goes into its evolution, and the mushroom changes greatly while the Paras hardly grows and subsequently dies/is killed by the mushroom.
In the case of Slowpoke and Shellder, they both have stored energy that needs to be "unlocked" in some fashion. Shellder requires a Water Stone to properly unlock its potential and become a Cloyster. In the case of Slowbro, what's actually happening is the Slowpoke is benefitting from Shellder's latent energy, and the Shellder from Slowpoke's, leading them both down a co-dependent evolutionary path. Since they both evolved using energy that is not their own, the Shellder did not become a Cloyster and the Slowpoke is made more aware. Slowking is the smarter co-evolution as the Shellder energy is going directly into its thick skull. This also explains why splitting the two apart will devolve them, as they cannot feed off of the other's energy once separated.
In the event of the Mega Evolution releasing more of the Slowpoke's stored energy, the Shellder is the one that really benefits from this and grows even larger.
