Where do you draw the line on how many starters per team?
One or two if you must have them. Three if an only if you're doing a yellow runthrough.
The one gen where I don't feel bad using all 3 starters is Gen 4. Partially because they're really cool starters, but mainly because I like to make Gen-exclusive teams, and that's basically impossible in D/P/Pt due to the tiny selection of new mons that don't look like ass.

One per generation, starters are never my favorite of a certain type anymore except Gens III and IV where it was a good idea to have only 3 Fire types each. Only Water starter I ever wanted to pick was Greninja
It's my modus operandi to use Pokemon that debut in the region I'm playing in though. It feels more authentic that way. Exception being Kalos where there are only like four good Pokemon

As people here are basically rating the starters, I'll do the same.
Gen 1: All 3. Just I would not evolve Ivysaur.
Gen 2: 1, just Chikorita
Gen 3: 1, just Treecko. I would take Mudkip as well, but its evolutions are ugly as a sin.
Gen 4: 1, just Piplup.
Gen 5: 2, Snivy and Tepig.
Gen 6: 2, Fenekkin and Chespin.
