You get to bring 6 pokemon, but you only use 4 per battle, so people usually put a spare mega in one of the extra slots.

The way it works is that battles are only about 3 or 4 per round, so you can swap between Megas since some Pokemon are gonna go unused
All of the higher tiers in Smogon allow you to use all 700 or so, the high tiers exist to keep OP assholes out of the lower tiers unlike this where it's kind of the same thing but literal try hards
