When you heal Pokemon at a Pokemon center, all hp and pp is restored. If you go to a nurse or other NPC that heals Pokemon, the screen fades as if time is passing.
So what exactly are these people doing to the Pokemon? Just giving them full restores and elixirs?

Probably. Pokemon are the only thing in the Pokemon world equivalent of America to have free health care, so it must be insanely easy to revitalize them when they are down
If you can create a medicine that instantly brings a creature to full potential, it's fully possible that the same is used as a rest point in each city/town to gather trainers and let them rest
The reason potions, etc. are still being sold is probably to keep the economy from not crashing due to how everything's free
Now the biggest mystery: How sleeping in a bed suddenly allows for the exact same health restoration as a nurse
