That seems a bit overpowered if it can be just -any- TM. In my opinion, it would seem more balanced if the pokemon can actually learn the move
Although, without the restriction, it could make the game a bit more interesting
I want an item that negates the ability so we can have true Gen 1 battles in S/M with the ability to transfer over
It would be even cooler if it made the moves function as they did in Gen 1

That assumes that the Gengar is sent out/switches in on a Pokemon that can KO it. If it switches into a wall that relies on Toxic spam then you're forced to switch out. And then Gengar has a chance to deploy its sub, will-o-wisp your sweeper, disable, etc.
