Well thats just it, with 4x resist (or immunity) there are level 1 pokes that coukd easily survive a hit from a level 100 poke. For example, a baby Pokemon without stab using something incredibly weak against a high hp poke with 4x resist and a eviolite could potentially fail to ohko.
It would probably have to be a level 100 sunkern or something.

I even gave Shuckle Adamant nature to reduce it's Special Attack further and Zero attack IV's. Ho-Oh has no EV's because it's level 1. Shuckle still does just enough damage, despite Ho-Oh's monstrous Special Defense and Quadruple Resisting the attack, Shuckle's piss poor attack stats, and all the inhibitors I gave Shuckle.
Now, just for laughs I tried one with a level 1 Aggron and Magikarp using Flail at full health (20 Base power). This doesn't really work since it's impossible to get a level 1 Agrron, however...
