The problem is it tries to be a real fighting game when people basically only demand more fanservice, and the 2 are almost mutually exclusive. Go into any Pokken discussion even on /vp/, you'll find that 90% of the posts are people bitching about the charcaters, hardly any discussion on the gameplay itself.
Another problem is it's only on Wii U, a console barely anyone owns, which is especially true for Pokemon fans since the core games are on the handhelds.

It's mostly "fighting game fans" who have only ever played smash and are usually the type to play training/story mode in Street Fighter/Skullgirls/etc to be able to say they did. Hence all the rosterfaggotry. If they played actual fighting games, they'd know 16 characters is pretty decent for the first entry in a fighting game considering the average is 8-12.

Personally, I was really hyped when hearing about this game for the first time but quickly got disappointed by the low number and poor choice of playable pokemon and the combat system. I would have preferred a smash bros-esque game style with health bars instead of percentages.

This was probably experimental anyways. If it gets decent sales, hopefully we can get a sequel with an expanded roster. Maybe for that one they'll actually realize pokemon already has a built in alt color system and just use that.
Also, I'm not usually one to pick up something just because its cute, but holy fuck chandelure's voice is great.

It's both. When you're at range, the game is 3D and lets you sidestep to dodge attacks, but someone gets a hit in and gets closer, it shifts to 2D until someone breaks away. It's one of the things that actually interests me about the game.

Flop is a relative term to call it a flop you would have to know how much went into production and judging by how many people played it in Japan on the arcade machines it's going to sell a fair bit over there. In the west it won't sell as much for sure but it certainly won't flop.
