Ice/Steel is 4x weak to Fighting -and- Fire, in addition to a new Ground weakness.

Steel isn't good enough to cover all of ice many weaknesses. You would just make an ice pokemon that is now weak too ground attacks too.

Ice is shit for a defensive pokemon and pairing it with steel type isn't enough. You would just take even more damage from fighting and fire attacks.

The OP idea of a fast special sweeper that is ice/electric would likely be be top tier in OU.

Ice is great offensively but it will likely never be viable as a wall without major changes.
