TPC doesn't allow shinies to be used in spin-offs, because they're supposed to rare and special, and there are also shinies like Garchomp that are barely any different.

There are 4 spaces left on the roster, but they don't mean much. For launch this is the entire roster, whether there will be DLC or not is up in the air. I personally think DLC is ore likely then not though. If so there could be 4 more, but they could also just increase the roster size.
